Inspiration

I want to make this.  Any suggestions?

    thought...

    take wire (clothes hangers, whatever...) and make circles.

    Wrap circles with ribbon or twine

    Tie butterflies (made from paper punch) onto circles with fishing wire.

    ??

    Maybe?
